DESCRIPTION

The Senior Communications Officer provides leadership and direction to Communications staff in proactively and strategically enhancing BCLC and the gaming industry’s reputation in B.C. The Senior Communications Officer supports the Manager, Stakeholder Engagement in developing strategic, high-level communications plans and materials for BCLC’s major business initiatives that have a significant impact to both internal and external audiences. This role requires a strategic understanding of community issues, and their impact on municipal and provincial government policy, in balance with requirements for high integrity and social responsibility.
This role works flexible hours and there is occasional need to travel to various locations within the province.
Key Accountabilities:
  • Provides leadership and direction in the development and execution of strategies to establish and maintain relationships with communities and key external stakeholders to build public trust and support for BCLC.
  • Liaises with business units throughout BCLC to build awareness and support for Public Affairs strategies which target external stakeholders, and provides strategic operational advice. Develops internal relationships to stay abreast of projects and initiatives that may require or benefit from stakeholder input.
  • Maintains a detailed understanding of BCLC and the industry’s key stakeholders. Researches and gathers information about stakeholders and prioritizes these audiences for engagement and outreach.
  • Maintains an understanding of current events and areas of interest of BCLC’s key stakeholders. Proactively identifies emerging issues and opportunities on a regular basis, and recommends appropriate engagement solutions that align with BCLC’s strategic goals.
  • Develops and oversees the implementation of complex and specialized engagement strategies.
  • Responsible for the distribution of sensitive information to senior management in a timely manner, including feedback from key stakeholders and status or development of engagement activities.
  • Makes recommendations to the organization to help enhance BCLC and the industry’s reputation.
  • Represents BCLC at events as needed.
  • Fosters trust and credibility through ongoing, clear, accurate, open, timely and two-way communication; proactively builds, develops, maintains and manages strong working relationships throughout the organization and with external stakeholders.
  • Contributes to budget planning for the team and works with the Manager to track spending.

Technical Requirements
  • Proven ability to provide direction and leadership based upon comprehensive knowledge of principles, practices and techniques of strategic communications, corporate communications, and issues management.
  • Knowledge of principles, concepts, practices and techniques in the areas of stakeholder engagement, reputation management and community relations;
  • Demonstrated experience in the strategic development and implementation of communication plans and materials;
  • Exceptional written communication skills, editing skills, and capacity to tailor information for various internal and external audiences.
  • Outstanding critical thinking skills and demonstrated problem solving capabilities.
  • Strong analytical and research skills; ability to quickly and accurately find, absorb, and analyze industry information and recognize key patterns and trends.
  • Ability to work independently, within tight deadlines and with close attention to detail;
  • Ability to work across multi-functional teams to influence internal and external team members and nurture and contribute to creative solutions.
  • Forward thinking with a passion for creativity and innovation.
  • Highly self-motivated. Assumes personal ownership and accountability.

  • Understanding of B.C. gaming industry and its regulatory requirements an asset.
Working Conditions:
  • Must be available to travel; a driver’s licence would be an asset;
  • Must be able to work flexible hours.
