Assessor-County Clerk-Recorder's Office: The Assessor-County Clerk-Recorder's Office's mission is to fulfill the legally and locally mandated functions of the Assessor, County Clerk, Recorder, and Records Management Program in an accurate, timely, professional, and courteous manner and to ensure high quality service. The Assessor-County Clerk-Recorder's Office consists of three separate entities. The Assessor's Office: By law, the Assessor locates all taxable property in the county, identify the owners, and describe the property. The Assessor determines a value for all taxable property and applies all legal exemptions and exclusions. The Assessor is not responsible to set tax amounts or collect taxes.

DESCRIPTION

Under general supervision, develop and implement information technology systems solutions to address business needs and to perform other duties as required. There are four levels (I, II, III, and Supervising) within the IT Business Systems Analyst class series, each distinguished by its assigned role, skill and experience level and the amount of training and supervision required for successful performance. The IT Business Systems Analyst III is a separately allocated class, allocated to those positions that require incumbents to: 1) Assign, schedule, review and monitor the work of employees; participate in the employee selection process; train, coach and mentor employees; and recommend corrective action OR 2) Have responsibility over the most complex application, program, system or project requiring master-level technical and analytical skills on a regular and on-going basis. Advancement to the IT Business Systems Analyst III level requires competitive selection through the open recruitment process. The IT Business Systems Analyst III is distinguished from the IT Business Systems Analyst II in that the latter is the journey-level. This class is further distinguished from the IT Supervising Business Systems Analyst in that the latter is for positions who exercise the full scope of supervision. Advancement to the IT Supervising Business Systems Analyst requires competitive selection through the open recruitment process. The primary duties of the Business Systems Analyst III will be to create, coordinate, and implement GIS initiatives in support of the Valuation section; support, coach, and oversee project members; and maintain the GIS environment.
- Conduct systems analysis and design of business processes involving evaluation of current and proposed information and business process flow, available and emerging technology hardware and software, and cost/benefits. - Develop and document user requirements from end-user input for new and existing systems, business processes, and applications. - Select and recommend software or hardware based on systems analysis, evaluation of product, and vendors. - Implement new and modified processes and systems by performing design, application development, installation and testing. - Develop project work plans and schedules and monitor project resources including staff time, vendor work, and finances.
EDUCATION: Completion of a Bachelor's degree from an accredited college or university in computer science, computer information systems, data processing, information management, or a closely related field. EXPERIENCE: Minimum of four years IT job-related experience focused in GIS, which involved systems analysis, application design, or modifying technical and user documentation with one of those years including either lead person duties or technically advanced IT job-related work; (one year experience as an IT Business Systems Analyst II will satisfy this experience requirement). REQUIRED: A minimum of three years of experience utilizing ArcGIS Desktop and Server. DESIRED: Experience with Esri suite of GIS software, enterprise geodatabase development, GIS scripting languages (e.g., Python or JavaScript), experience applying GIS to a valuation or a property tax system, and leading GIS projects.
